Primary Purpose:

Experienced level position assigned to either a role in Scheduling or Cost Engineering or a combination. Under general supervision, performs project controls assignments according to training, capability and experience. With additional experience and demonstrated capabilities, the individual is expected to assist in the preparation of larger and more complex project controls assignments. Typically an individual contributor, but may have supervisory duties and lead small/medium size projects (cost and/or scheduling activities).

Principal Duties and Responsibilities:

Plan, direct, coordinate activities concerned with the construction and maintenance of structures, facilities, and systems, including: develop and maintain contractor Field Progress Measurement System (FPMS); update on weekly basis through face-to-face meetings with Construction Contractors and appropriate CM Staff; periodically walk site with others as appropriate to field verify, on a sample basis, the accuracy of FPMS system; track and maintain Black & Veatch CM staffing and construction indirect costs; calculate forecasted billings to client on a monthly basis; update project costs and budget for approved changes and potential changes; update the forecasted project cost at completion on regular basis; establish and maintain a construction cost code of accounts; approve contractor T&M and LS contract invoices by reviewing time sheets and progress respectively; perform cost estimating for contract changes; provide feedback to the Project Field Manager on issues affecting cost; build dashboard reports to link engineering deliverables required to start construction; adhere to safety and quality standards as applicable to duties and accountabilities; and work with the project controls manager to update schedule and resource load schedule as and when necessary.

Minimum Qualifications:

Bachelor’s degree in engineering, construction management, or related field, plus two years of related experience. Experience must include: updating power generation industry engineering schedules; analyzing critical path/schedule and performing float analysis; quantity management reporting in the power generation field; developing and maintaining cost spreadsheets, cash flow, and cost reporting; use of engineering progress and field measurement systems. Must have demonstrated ability to develop and maintain tools to analyze deviation in project cost spending; and to use Oracle cost reporting, Primavera P6, Microsoft Visio, Microsoft Project or comparable tools. Requires travel up to 100% of time to project sites. Must have good written and verbal communications skills in English.
